Canada Will Issue 360,000 Study Permits in 2024

On January 22, 2024, the Minister of Immigration, Refugees, and Citizenship, the Honorable Marc Miller, announced substantial reforms aimed at stabilizing the growth of Canada’s International Student Program. While international students make invaluable contributions to the country’s social, cultural, and economic fabric, rapid growth has jeopardized the integrity of the system. These measures, outlined in this press release, aim to balance the number of international students, protect the integrity of the immigration system, and prepare international students for a successful study experience in Canada.

Measures Taken to Stabilize Growth:

  1. Cap on the Number of Study Permits:

 The Canadian government is implementing a national cap on study permit applications over a two-year period. This results in an expected 35% reduction in the number of study permits issued in 2024 compared to 2023. Provincial and territorial caps, weighted by population, ensure equitable distribution and address unsustainable pressures in certain regions.

  1. New Criteria for Post-Graduation Work Permit Program:

Effective September 1, 2024, significant changes are made to the eligibility criteria for the post-graduation work permit program. Foreign students in programs covered by study program usage agreements will no longer be eligible. Additionally, graduates of master’s and graduate-level programs will benefit from a three-year extension of the validity of their post-graduation work permit, providing more time to gain work experience.

  1. Restriction on Open Work Permits:

 In the coming weeks, only spouses of foreign students enrolled in master’s or doctoral programs will have access to an open work permit. This restriction aims to target higher levels of education and reduce pressure on the labor market.

Revisions for Enhanced Integrity:

  1. Enhanced Confirmation of Acceptance Letters:

Since December 1, 2023, designated post-secondary educational institutions must confirm each acceptance letter directly with IRCC, strengthening protection against fraud and ensuring the issuance of study permits based on authentic acceptance letters.

  1. Updated Financial Requirements:

Effective January 1, 2024, financial requirements related to the cost of living for study permit applicants have been adjusted to better reflect the true cost of living in Canada, preventing vulnerability and exploitation of students.
